They give the impression that the police are actually trying to find out what happened, that they care. Around here I usually see them for accidents on the motorway. Unless there's a big traffic jam, I don't know how people have time to read (much less write down) the number, but I suppose if you go into any police station they can help. I hope the storm wasn't too horrible for you. There was a lot of damage around Manchester (including our roof :( ) I love those police signs!
